firefox IS mangles non-ASCII characters in cards when restarted #7

What steps will reproduce the problem?
1. visit a RP, triggering firefox to launch the IS
2. Create a self-asserted card which has values of a claim such as
givenname with Unicode characters outside of the ISO-8859-1 range
3. complete the transaction
4. later, visit a RP, triggering firefox to launch the IS
5. Select the card that was generated in step 2

What is the expected output? What do you see instead?

I expect to see the character I typed.  Instead I see some other 
accented character.

What version of the product are you using? On what operating system?

I'm on Windows XP.

Please provide any additional information below.

In the identity selector, after creating a new card that has a non-ISO-8859-1
character in a claim value, even navigating away to look at another card and 
coming
back, causes the card values to be mangled!
