Need some way to refill the number of shots a player has. A few ideas:

Refills are placed on the map and players can collect them (similar to the snowball piles in blockball)
Slow refill overtime
Player gets full refill when respawning

For now, each player will get a limited number of each shot type per round. Shot counts will refill between rounds.
