Add more Makefile commands for docker #452

Is your feature request related to a problem? Please describe. Some docker-compose commands are really long and some are hard to memorize. Having a Makefile to abstract the most important commands would be very helpful.

Describe the solution you'd like

Create commands to
- Run containers
- Restart containers
- Build containers
- Makemigrations
- Migrate
- Test (if existing is not working)
- Bash
- Django shell
