Description

Add django-defender to the project. It was configured for admin login only.

Motivation and Context

Resolve #573

Steps to reproduce (if appropriate):

[ ] Clone the project
[ ] Add the file changes
[ ] Run the project
[ ] Go to http://localhost:8000/admin/
[ ] Check if the lockout template appears if the user fails the fourth login attempt
[ ] Log in properly and check the access attempt pages
