GCC : gcc version 4.8.5 20150623 (Red Hat 4.8.5-36)
DPDK Version : 16.07

No related to DPDK patch to Suricata. 'Configure' script is failing. Looks like you have not followed readme. Hence due to incomplete information (missing configure.log and build.log) closing this build issue,
