[Regression] Fail to build when missing subVIs are in disabled case of conditional case structure

Short Description of the Bug (in one or two sentences)

• When building a package with VIs that reference the LINX toolkit, the build will fail with an error that some VIs are missing. The missing VIs are not present on disk (they are OS specific and only installed under LabVIEW for macOS/Linux), but are being called from a disabled case in a conditional disable structure.
• This appears to be a regression, as VIPM version 20.3.2540 can successfully build the same build spec.

• Clone the G-Audio repo, then attempt to build src/LabVIEW/VIPM/G-Audio.vipb

Expected behavior

• The package builds successfully.

Actual Behavior

• The build fails.
