不使用SPAC端口的代理是什么情况？ #429

配置
[GAE]
Enable=1
[C4]
Enable=1
[SPAC]
Enable=0
其他保持默认，这时使用48100端口，流量是如何转发的？

和浏览器使用snova-gfwlist.pac时是否一致？

看SPAC下的Default设置， Auto ~= GAE
