Should not activate RuleBattle, when under pace car #32

During pace car, the battle direction rule can activate. It be better to just follow the leader when under pace car with the wide angle tv camera TV3.

After pace car comes back in, follow leader for short time.

Add new rule "RulePaceCar".

RuleBattles can be vetoed by RulePaceCar RulePaceCar can be vetoed by Incidents

As the game data stream does not seem to transmit session flags for replays, has to be based on trackSurface of the pace car.
