Need to improve logic that combines continuous incident markers for the same driver. When a driver gets a number of incident markers within a few seconds, the incidents are combined. But if another driver has an incident, the merging will fail to detect.
eg:
01:00 Incident for Car 1
01:04 Incident for Car 1
01:05 Incident for Car 2
01:07 incident for Car 1
This is currently merged to:
01:00 to 01:04 Incident for Car 1
01:05 Incident for Car 2
01:07 incident for Car 1
It should be merged to:
01:00 to 01:07 Incident for Car 1
01:05 Incident for Car 2
