Documentation: Please explain the approach when an organisation does not have a merchant agreement #33

We are able to order a product for all organisations today, however, the "prefill" won't be handled by Vipps until they have an agreement. And there's no way of knowing if they have an agreement or not from a PartnerAPI perspective.
