VIPRA Launcher simulation build system

The simulation build system in the VIPRA Launcher is mostly setup. However, it is waiting on the completion of work on each module of the simulation to be fully tested / completed.

The build system handles compiling individual modules and the simulation as a whole, as well as keeping track of the status of current/past builds.
