Add field to override email recipient #127

Closes #126

Includes a recipient field in the POST /report endpoint that allows consumers to pick where they want the report email to be sent.

Will do! However that's (https://github.com/vipyrsec/bot/issues/130) blocked by this PR, so once we get this merged, I can go back and add the functionality specified in #130. This is basically preparatory for #130.
