attempting the docker version of this

Getting a 137 error which is almost assuredly because the genbank formatting code went over the 7gb RAM limit for gh actions runners. On local ubuntu it got up to 10.5gb

Not at all sure how it's not running into the problem with the existing pipeline tho????
