Implement VIRCADIA_USE_SYSTEM_QT=1 #60

Currently even when you supply VIRCADIA_USE_SYSTEM_QT=1 vircadia-builder forces you to build Qt. We could add another variable to the distro files indicating if system Qt is available and default to installing and using it if possible.

Since it does this more or less automagically now, I guess this can be closed.
