Use packet ID 1 to connect to domain #1195

Carrying on from https://github.com/vircadia/vircadia/pull/692: Make interfaces start using packet ID=1 to connect rather than ID=31. This will permit removing packet type enums without disturbing the ID of the packet used to identify protocol bumps

Suggest this only start being looked at once #692 gets fairly strong adoption -- otherwise attempts to connect to older servers will respond with "server missing" errors rather than "protocol mismatch".
