Allow Admin to move people around even if people signed up for specific roles. #34

Admin will have options to move people around based on the characters that player has signed up in their Members management pages. Admins need of course to be able to just kick members from groups entirely (and add new people manually). Or when attendance is low and you have 2 bio’s signed up and one of them plays HP, and you have no HP’s yet, the admin can now move around people but should be notified if the ‘other class’ is already signed up for events in the future that will not be possible to attend due to the lockout times.

Semi-complete after implementing feature-28. Unable to predict future cooldowns.
