No contact is created after tracking email #2

I enabled the plugin and installed the plugin in outlook. I send an email with mautic tracking enabled. As a sender I can see that the email contains the pixelcode. (url) As a receiver I can see that eh email contains the pixelcode (url) After clicking send no contact is created in mautic after opening the email no contact is created in mautic after opening the pixel url directly no contact was created in mautic When someone else opens the email from a different location no contact is created in mautic

I would expect that a contact with email is created in mautic automatically after sending the email or opening the email, and that the IP address is added tot the contact

Tested by receiving an email from @sensalot and confirmed, the URL was present in the email I received (in Gmail - opened in a new window to be sure it was being accessed) from @sensalot and it did not result in a contact being created.
