test: switch to bootc rollback #270

@shi2wei3 I have to roll back to rpm-ostree rollback, because bootc rollback is only available in bootc-0.1.9 and above. The current RHEL 9.4 and 9.5 bootc images are still using bootc-0.1.7 and 0.1.8.
