Add pallet-contracts for communities #412

(Only) Communities should be able to deploy smart contracts.

As a separate issues we should look into how different pallets in our runtime could be extended with contracts to allow for custom behaviors such as custom fee handlers, automated actions after a referendum completes, custom "vote multipliers", etc.
