Migrate/sync changes in the https://github.com/virtru-corp/design-system repo, into the main design-system repo

This is a rather large restructuring of the repo, and thus this PR is just meant to track progress until we're ready to merge, and rollout the new system to the org at large.

@averypfeiffer I've updated the base branch to 5.x which is modeled from Angular's branching solution (however, not using minors).

I'll take a look at your PR in more detail to make sure we don't include or exclude necessary pieces.
