Disallows pick events when the mouse is not over canvas #435

There will be more to changes to come on the entire mouse picking, but this is a good first round.

Also removes the double negative with inputs ands removes the ‘experimental’ notation

@allisoncorey Looks like I'm going to have re-issue these commits and PR. There are some conflicts in the applications that I cant't get resolved.
