Need to write SBML Level 3 ver 1 again so VCell models can be moved easily into COPASI #1175

VCell stopped writing to SBML Level 3 ver1 and switched to ver 2 to ensure models get through an SBML checker. This can prevent some users from exchanging models between VCell and COPASI. Need a work around (e.g. both ver 1 and ver 2 exports) until COPASI can read ver 2.
