deploy functional vcell services to local minikube kubernetes

create proof of concept Kubernetes deployment in local Minikube cluster using:

• Kustomize configuration
• administration with Lens
• Prometheus and Grafana installed in minikube
• Certificate Manager (self signed certs)
• Sealed Secrets to safely store secrets in GitHub (only decrypted inside of a Kubernetes cluster)
• Ingress termination of TLS
• SSH connections to talk to Slurm as user vcell.
• remote NFS shares as Persistent Volumes (e.g. primary and secondary simdata directories, export directory)
• port forwarding from services of type LoadBalancer for simulation jobs to talk back to ActiveMQ in minikube

Out of scope for this issue

• Kubespray kubernetes cluster on production-like hardware.
• Certificate Manager with Let's Encrypt certs
• ArgoUML configuration to pull releases with GitOps approach.
• ElasticStack agent/fleet installed to pull logs from cluster.
