Cli spatial param scan fix #1251

Changes 3 things to CLI:

1) Fixes bug where spatial sims would not properly display repeated tasks. 2) Fixes bug where spatial repeated tasks were ordered incorrectly in the final report (scans x species x data, as opposed to the correct species x scan x data) 3) Adds in extra fields in HDF5 report that lists the species being changed in a repeated task (parameter scan) and what their values are.
