Make same things of torch.datasets on TorchSharp. Especially, I think parameters of download will improve the experience for beginners.

In pytorch, there are torch.datasets which contains a lots of default datasets. I think this makes beginners to use pytorch more easier. So my idea is making equivalent of that.
