This PR adds the svelte-urx package to make urx compatible with svelte

Hey @petyosi, quick question after a loong time: Do you have any interest in this PR anymore? I will most likely not continue working on it but it looks pretty done so if you want the code you can have it, otherwise I will close this PR and delete the fork.

As far as I remember, this was an effort related to porting react-virtuoso to Svelte. Since then, I inlined the URX library in the virtuoso package for easier distribution. I think I've also made several changes in the codebase. It's been a while.

If you still want to port react-virtuoso to svelte, let me know.
