[x] Accept a set-id that corresponds to a documents of object ids,
[x] build a bundle based on the set-id, that is NOT part of the archive set.
[ ] Set a limit of 10000 files in dynamic downloads

Functionally, there is no reason to have a limit.
We can stress test this, but if nothing is found there is no need to have this.
