Singularity should not trigger a build release archive unless scheduled or manually triggered

Current Scenario: Singularity triggers and builds a release archive in the following unwanted cases:

• A new version of singularity is deployed in the env
• Env restart - env is up and running after shutdown

Expected behavior: Singularity should trigger and build release archive only:

• When scheduled
• Manually triggered
