Move away from SourceForge and Google Code #439

BizHawk binaries are currently hosted on SourceForge, which means they're at 
risk of becoming carriers for malware:

Also, Google Code is shutting down:

Right now, the best place to move them both is probably Github.

You should be on our IRC tracker where we discuss this kind of stuff.

We are quite aware of the issues.

No theyre not at risk for becoming carriers of malware. They recanted from that 
experimental policy which affected one known project and five other unknown 
ones.

We're well aware googlecode is shutting down.

Recanted or not, they've proven to be untrustworthy. Once someone's jumped into 
that rabbit hole, there's no coming back out.
