improve layer scroll bar #26

Currently the horizontal layer scroll bar looks like it is for the viewer, not the layer nav tool. This should be made more clear to the user by changing its appearance or position (perhaps beneath the layer nav tool rather than above).

This is now moved to below the nav tool, general styling needs some work by someone more familiar with css but closing this particular issue.
