Sidebar Scrollbar is Borked #69

The left sidebar can get a horizontal scrollbar. Also, the vertical scrollbar scrolls the nav buttons with the content instead of just the content. See https://aardvark.sci.utah.edu for how the scrollbar should behave.

Here's how it looks with looneage settings open and partially scrolled down. Notice the horizontal scrollbar at the bottom, and the fact that the vertical navbar is moving offscreen. image

In https://aardvark.sci.utah.edu/ with the same steps there is no horizontal scrollbar and the vertical navbar is sticky. image
