Write documentation on how to provision the API's database #24

The API is a standard rails project, but not all developers might have rails knowledge. The README of the api should tell developers how to do the basic stuff, while also pointing to official rails doc:

how to run the app
how to create database migration and how to run them
Which rake tasks exists, and how to run them:
- track a repository
- sync a repository
