No. 1.7 and 1.8 are very similar. There are two differences:

fullExtent property in the layer JSON was added in 1.8;
ktx2 basis compressed textures support in 1.8 (1.7 support only dds)

We haven't implemented fullExtent in the tile-converter. If you need ktx2 textures you can convert your layer to 3d-tiles and back - to i3s (with --generate-textures option).
