Reason for disagreement: Please note that layout issues also considered a bug although it is still readable. It doesn't make sense for a body to be separated to the next page after its header. Readers could not know which part is it in, and it could make it a hassle for the reader to read. Think of a situation where your UG will be printed, the reader will need to see two pages to see both the header and the body, which makes no sense. This is different than when the situation is the body separated in two pages (in which this is very understandable). It is the header separated from the rest of the body.
