Description

This PR introduces a new Frontend Issue Report Template to help contributors report UI and frontend-related issues in a structured manner. The template includes fields for detailed descriptions, screenshots, browser and device information, and steps to reproduce. This addition will make it easier for developers to replicate and resolve frontend issues efficiently.

Created a structured Frontend Issue Report Template, including sections for screenshots, browser/device details, and reproduction steps.
Added documentation on how to use the template effectively.
Enhanced the issue-reporting workflow by standardizing frontend issue submissions.

How Has This Been Tested? ⚙️

The template was tested by submitting mock frontend issues using the new format. Each section was filled out to confirm that it provides clear guidance for users, and the template displays correctly on GitHub. Feedback from team members was used to refine the instructions and ensure ease of use.
