Plugin dictionaries not recognized after restart #29

What steps will reproduce the problem?
1. Install a dictionary package and activate the language
2. Reboot the phone
3. Type text

What is the expected output? What do you see instead?
According to the reporter, the dictionary isn't active.

I think I know what's going on here, I'll look into a code fix. In the 
meantime, try either of these workarounds:

- launch the "Hacker's Keyboard" main activity (the one with the input method 
configuration buttons and help text) from the Launcher
- if that doesn't work, install or deinstall any package (doesn't need to be 
keyboard related) to trigger a rescan for available dictionaries.

Should be fixed in revision d687d941153a .

Please try v1.16rc2 (or later) from 
http://code.google.com/p/hackerskeyboard/downloads/list, and let me know if 
that fixes it for you.

Bulk update - changing "Fixed" to "Verified" for old bugs.

(Background: I'm changing the "Fixed" status to be considered open, the next 
steps in the lifecycle will be the closed states "FixInTest" and "Verified". 
This lets me mark issues as "Fixed" in commit messages without hiding them from 
the issue tracker.)
