The AE2 Creative Storage Cell allows for the infinite vending of any item, including NBT (e.g. fully charged resonant energy cells, checks for any given amount, tanks of any fluid that keep their content) making it the best creative item available. The current recipe uses the storage drawers infinite storage upgrade, meaning one can have infinite anything using only one singularity, effectively bypassing all work necessary to craft the creative conversion kit, which is presumably meant to be the first item available that gives an infinite amount of items (excepting trivial cases such as fluid->item transformation like casting molten metals or taking advantage of infinite uu-matter).
