Fluxbore upgrade crafting requires too specific nbt #2

To upgrade a fluxbore, the crafting recipe requires it to be fully charged and set to a specific drilling mode. This is very complicated and difficult to figure out, so please allow any fluxbore of that particular level to work in the recipe instead.
