Bug with material plot of polygonal mesh #1038

Reported by Jeff Grandy (data attached): I plotted the MMATERIAL (filled boundary).Please untar the file and open res_pghex1_3.silo(which is a symbolic link). Most of the zones are white (incorrect).If I check "Clean zones only" I get thecorrect plot.

Comments: EquiT and PLIC do a decent job of interface reconstruction. EquiZ and Isovolume produce a lot of white cells. See commit #18712.
