Remove shear vector parameter of 3D camera #18262

Describe what needs to be documented.

Our 3D cameara has a vector control named Shear. Whats it for? I suspect it is effectively applying a shear deformation to the 3D view frustum but I don't honestly know and it isn't documented anywhere. Also, why do we need this?

We couldn't determine a use case for this so we should remove it.
