Blueprint Plugin fails to open data file created on Windows #19798

Describe the bug

tout_ext.tar.gz Opens but all plots fail.

It's an embedded windows path issue /path/to/something/C:\etc

This will require a new conduit release. Need to see if that is possible before 3.4.2
