Add host_ncar_casper.xml file #3805

Greetings Developers,

Attached is the host xml file for NCAR:casper, which is the visualzation cluster for NCAR. It's currently pointing to the most latest compiled version on casper 2.13.3. The two settings that took a while to sort out were:

sublaunchPreCmd, partition and numProcessors.

Hopefully this xml will be added to the remote profiles repo.

Contact the person and let them know that we can't go back and add it to 2.13.3. We can add it for 3.0.X if you install that. Also, it would be good if he didn't have a version specific dependence. That shouldn't be necessary.
