Build SDF database plugin on LC systems. #4793

A user on the LC who uses the EPOCH code uses VisIt to visualize the results of the simulations. They output SDF files. The SDF project provides a VisIt database plugin for reading SDF files. It apparently builds fine against 2.13.3 but not 3.1.2. We should build and install it on the CZ and RZ and provide any patches back to the SDF group. Here is the link to the repo:

Hi Eric,

I'm actually not familiar with this, couldn't make any change in the build script. When I typed "make visit" to run build script as shown in the manual below, obviously it didn't work out. I believe someone in the LC support team helped our intern to get this done last year.

The build script is maybe included in the makefile which is attached here (epoch1d_Makefile). This file is from https://cfsa-pmw.warwick.ac.uk/EPOCH/epoch/-/tree/master/epoch1d.I'm afraid, I have no helpful information..
