Switch to AEC Szip library? #5458

Is your feature request related to a problem?

szip is more constrained by its licensing terms than other libs we use. Its also not under development anymore either, I don't think.

There is an alternative implementation that appears to be BSD licensed.

Should we switch to that?

Actually, it looks like there are two libs to link with for AEC's version.
