now we can use css with a fixed exponent value #349

If CSS model is chosen, now adding a new parameter called fixcssexp it will fit the model making this value fixed. If CSS model is not chosen, or if CSS is chosen but fixcssexp=0, nothing changes. If CSS is chosen and fixcssexp~=0, the fixcssexp value will be used to fit the model.
