Add python library

[wannaphong]

I add codes for make python library.

Test

pip install https://github.com/wannaphong/Thai-NNER/archive/refs/heads/Add-python-library.zip

and download model_best.pth from https://drive.google.com/drive/folders/1t71ljTPO1W7xmVquyFhDVynHixlLWQ-J?usp=sharing
