Investigate if Fractal can be removed or bypassed #2025

During the build process Fractal takes a lot of time and it might be worth disabling it or have a build option with Fractal disabled to save time.

After further investigation it's found that disabling or bypassing Fractal build has impact on the build process and it fails at multiple levels. Building of assets using Fractal is essential part of the build process and it's highly embedded as well. Given the impact and then the time to specifically bypass or remove fractal, at this moment it's best to leave it as it is. @sandykadam please let me know if you have any additional inputs.
