Chore: vf-sass-utilities should be on npm and needs some 💖

Combining two things here, but I expect we should tackle them at the same time:

1) vf-sass-utilites isn't available on npm, it should be 2) it's a bit confusing what goes in there and how it's a "sass utility"

Expanding on the above:

• note that it's a stub? right now it contains just one CSS rule (for .vf-sr-only)
• architecture? it's not clear if rules in vf-sass-utilities should also be @imported to other components
• docs? we should note what goes in vf-sass-utilities and what goes in vf-utility-classes
