Render cities on the map as dots

According to the client the evidence is actually on a city-by-city basis rather than country-by-country so we need to rework our model a little. John has provided me with an xml dump of cities' latlong coordinates to be rendered as dots, and to have the evidence hooked up to.

Had to do some googling to find the right latlong coords but the cities are rendering. One or two look to be out of place and one or two are overlapping, this will need reviewing later.
