Make dots grow on mouse over and label displays #16

Should the label be displayed on the map or in the info panel?

I tried to get text on the map and ran into "font not found" issues when trying to define shapes for the text which are beyond my understanding of threejs.

I think I committed those changes into the cities branch if anyone wants to have a crack at it but I'm going to default to putting it in the info panel which will be easier.
